The user must be in some other group where (s)he has edit rights OR Inheritance is broken by giving rights at the user level.

Go to CMC home> NVS report folder check the users, user groups view security rights
at Manage> Security >User security
Here,you can find what exactly that user have the rights.

You’re really going about this the wrong way. You shouldn’t be using ‘Advanced’ security, and you should avoid using explicit deny.
The user must be a member of a group that has ‘Edit Object’ permissions. If they are only a member of ‘Everyone’, then it stands to reason that you are granting rights to the ‘Everyone’ group.
Post the rights that you have given the ‘Everyone’ group on the folder, I think that’ll give us the answer.

It is not good practice to give the advanced rights to EVERYONE group.
So,Follow the below steps.
Go to CMC Home> Folders>
Select All folders(Root Folder)
By default two usergroups will be there : Administrator and Everyone group.
Administartor- full control,
Everyone - Advanced rights( View Objects and Uncheck Apply to Sub Object option)
Now,give the required rights to the user/usergroup on NVS folder.

System - Connection General Rights---- View objects
System -Universe Specific Rights---- Create and Edit Queries Based on Universe
System -Universe Specific Rights---- Data Access
Give the above rights to the users on universe and universe connections.
