Where is 'Extend Scope of Analysis' in 4.2 CMC

I am trying to find the security setting for Extend Scope of Analysis. I have found multiple blog posts saying it’s in:
CMC -> Applications -> Web Intelligence -> user security -> Extend Scope of Analysis.

I am not seeing it there. And I am logged in as an Admin.

Any hints ? I would like to stop some users from drilling to the point it runs a new query.

It was not there in BO 4.2 SP3 Path 4 CMC as I have checked with Administrator logging.
