Where is a Dashboard builder?

I created a corporate dashboard in InfoView. When I click on its icon in folder (in InfoView) it seems to me the dashboard builder must start. But I see empty screen. Is it normal?

The problem is solved. I changed web browser IE 8 to Opera. It was IE 8 problem.
