As far as I know there is no such thing and I fail to see how this could be done.
IS not a reporting tool, you have to create your own dashboards, based on your specific business rules, based on your own specific data and your own specific data governance processes.

On IS 4.2 SP1, if you click on View -->Reports, it will show the out-of-box reports. A screen shot of the same is attached here as well.

I stand corrected, there are some canned reports but they are quite limited.
And there are no reports on the Data Insight component as far as I can tell?

yes, these reports are limited. I am hoping someone is looking into adding more reports and the ability to create custom reports.
You are right about DI reports as well. I haven’t found any DI reports yet.

I would rather sap open up the IS database to allow reporting. For example, our organisation would like a data quality dashboard that summarises all the results from the DI jobs that run across different data sources.

The IS DB is already open. Check documentation on the available views from which some reporting can be done. But it is very limited. It doesn’t go into the depth of reporting we need.
w.r.t DS jobs, some of the AL tables in the DS repositories can be used. Again, its not complete and these have to be customized.
If you and/or your team is working on such a dashboards, you could possibly upload the solution here for benefit of the forum members.

Wasn’t SAP going to include a predefined universe with IS 4.2 SP2? I remember reading that somewhere but I’m not sure where.
