Webi/Deski Server Sizing

Hi BO Experts,

I have one Server it has 4 GB of RAM, it has 16 CPU.

So,SAP sizing guide recommends 1 service Webi per CPU so as per SAP recommendation i can create up to 16 webi report server?
Also, i see tomcat.exe in Task Manager is taking 1 GB of memory and webireportserver.exe is taking more than 1.5 GB and there are
other services running and i see CPU usage is 8%-9%.

How does it work? Does it count Ram 16X per CPU? I want to add couple of extra Deski services here not effecting the performance.

I have another server with 4 GB of RAM and 4 CPU, Can I create up to 4 services webi/deski here?
