I can’t yet open the universe file when connected to another Repository in Designer.

Can you open it then do a File Save As…then connect to your repository and see if you can export the universe to the repository?

If I try to open the universe in Designer when connected to another repository it says I can’t open it unless I’m in the right CMS (which no longer exists)

If we create a new (empty) repository/CMS with the same name as the lost one should I be able to export this into there with no issue?

what was the earlier lost repository.
It was also on XI or 6.x/5.x?
Create a temp repository on MS Access and see if the universe opens.

It’s all XIr2.
We’ve had a new repository with the same name created and it still won’t recognise it.
I believe the term is “stuffed”!

More or less, yes. 
The ability to set up a “bogus” repository was considered a security problem in 6.5 and prior versions. Now when you export a universe to the CMS (XI) it is tagged with the specific CMS that was used. That prevents someone from getting a copy of the universe and setting up a simple MS Access repository and skipping the security restrictions.
It’s a feature.
