Actually there is a way to translate all object names and descriptions in a Universe from one language to another.
As the descriptions are stored in the metadata repository tables in an unencrypted format.
You should take a look at this thread: Managing multiple languages in BO
If you want to change the locale of a report, I guess you could also do this by directly modifying the Repository tables, but haven’t done it myself yet.

Modifying Repository tables is unsupported - you can also use vb to update the universe object names from an excel spreadsheet- trying searching on update universe description
