Unable to set Dictionary Connections.

I followed these instructions;

and then http://wiki.sdn.sap.com/wiki/display/BOBJ/Installing+the+Address+Dictionaries

However, my dictionary - manage connections is still faded out where I can not use it. Any thoughts?

For using DataCleanse and connecting to the Manage Connection window, you only need to do the first thing that you did. You don’t require reference data of AddressCleanse.

Have you tried re-starting your designer? Also make sure you have entered the correct license keys under the License Manager (and that they have DataQuality/Universal Data cleanse keys within them)
