Unable to migrate Users from BO 3.1 to BO 4.0

Hi ,

I am trying to migrate the users from BO 3.1 system to BO 4.0 .
Ad groups in both systems are different but the users are same . But when I am trying migrate the user getting the error message as 'Sorry , you do not have the right to 'Add Objects to the folder ’ please contact system administrator .

Initially I thought it is an right issue but I have admin access.

Please suggest me if you have any ideas.

You have rights to the user folders (groups) in both 3.1 and 4.0?
