Unable to Connect to Remote Server

Hi I am trying to generate Web Service Generate and i get this error message - Unable to Connect to Remote Server . System.Net.Sockets.SocketException. No Connection could be made because if the target system refused it

I am using my local machine only for generating this web service

Does anyone have any idea about this

Are the correct ports open on the machine you are trying to connect to, maybe you have firewall issues…?

I am using my local system only. Is the Web Service Cannot be generated in Windows XP

I read a document with the information below :

You can set the IIS Application Pool for the Web Service on versions of Windows and IIS that support it. For instance, Windows XP doesn’t. If you are using a version of Windows or IIS that doesn’t support Application Pools, a message box as shown below will appear. Just click OK to enter the .NET namespace or URL.

Does this mean that i cannot generate a webservice using Windows XP…Becuase if i generate the Webservice only , i can use the webservice URL name in the Xcelcius
