Top folder access issue

I’m creating a brand-new Report Folder and User Groups.
Folder - 1. ABC_Service (root folder) 2. Sales (sub folder within #1) 3. HR (sub folder within #1).
Group - 1. Sales_User (Top Level Group) 2. South_team(User group, member of #1) 3. North_team (user group, member of #1)
Functional Group - 1. BO Reporter (member of #1) 2. BO Publisher (member #1)
User - 1. Abc_south1 (member of South_team group) 2. Abc_north2 (member of North_team group)
I’ve made South_team and North_team user groups member of Sales_User (Top Level Group) as well as both Functional Groups. I’ve given BI launch pad and WebI access to both Functional Group only.
Now, here the issue comes, when I log in to BI launch pad using either account (1. Abc_south1 or 2. Abc_north2) I don’t see any folders other than default launchpad folders.
To troubleshoot this issue, I added South_team and North_team groups to the root folder and now I’m able to see everything as expected.
Is there any reason why I’m not able to see my folders through Sales_User (Top Level Group)? Both user groups (#2 and #3) are member of Top Level Group (Sales_User) so I thought I should be able to see it.
Any idea?

In order to be able to see the folder, the users MUST have access to view the top level “Public Folders” folder as well.

One of the things that we normally do with our clients is create a special access level called something like “Top level only”. The only right in this access level is the General “View Objects” right, with the “Apply to Object” box checked and the “Apply to Subobjects” UNchecked. Using this gives user the rights to view the folder, but not anything under it - we usually use this with the Everyone group so that you don’t have to explicitly give new groups access to the top level folder. You would then give your Sales_User group access to your new folder.

The nice thing about this access level is it can be used at other levels than just the top level also.

That’s it. My “Everyone” group has “No Access” to top level folder. I changed it to View Objects and then “No Access” to Everyone group to sub folder and that fixed my issue.
