In terms of your quarters, are they calendar quarters or financial quarters that are different to calendar quarters?

Ask them to build new objects for you called “Periods Ago” and “Day in Period”.
This should calculate the number of periods back from the current period that a given date is, as well as allowing you to compare the same number of days in each quarter.
You can then create a query filter of Periods Ago in list 0,1 which will bring back the current and previous period as well as adding Day in Period into your report so that you can limit the display to the max Day in Period where Periods Ago = 0
