Is the access (authorization) to the objects in the repository consistent (i.e. enforced) across all of the SDKs (Java, REST, .Net) and the official applications (e.g. CMC, InfoView, AdminTools)? Does SAP have a document that confirms this?

I don’t know if you’ll find an official confirmation of this, but the answer is “yes”.
