This is in 3.1 sp5.
If I do a standard schedule of report I can see an option for format as CSV, however if I create a publication and try and schedule that there is no format option for CSV, should there be ? Pain in the bum as I need zip file want to use a publication but I aslo want it in CSV format.

All I can suggest is using a normal schedule, output to File System, and then trigger an external process to zip and email the file. Bit clunky but a viable workaround.

Wrap it all up in a nice little script, import it into Infoview as a program object, and trigger it from an event depending upon the success of the original scheduled report completing succesfully.
