How to schedule report to run for current and previous quarter
We have Quarter object already available in universe

I would add two more objects to the universe - one that calculates the current quarter and one that calculates the previous quarter. You can then either create a couple of filters in the universe that use these calculations or you can use them in the filter in your report.

Can it be done at report level without touching universe

Not really that I can think of without using variables and filtering data after it has been fetched to the report.
