hi hw to setrestrictions on users when they login prompt is set on location and they should manually enter location number or by default his location number should be taken and he should get acces the reports for that llocation only.

You should read about the user access restrictions set in the universe.
Because that is what looks to be your requirement

i have report with prompt on location and after that 3 drills
wen user is prompted with the location prompt that user is assigned a location like 23 .then he should not get the data wen he enters other than location 23.

So its user access restriction which you are after.
Open the universe and go to Tools-manage security-manage access restrictions
Add a restriction, insert the where clause on the lookup table containing location column.
Apply it to a user or group and login to DeskI/webI with same user and the where clause will be created dynamically
