Report Bursting for On demand Report

Hi,
I am new to scheduler and not sure if i am posing sensible question. I would like to have one on demand report bursted through single pass bursting.
Mainly We are trying to avoid row level restriction and serve row level access requirement using report bursting feature.

Go for Publications… where you can implement single pass bursting with profiles to filter the data before sending the reports to recipients.
