[repo_proxy 13] SessionFacade::openSessionLogon with user info has failed(Transport error: Communication failure.

I have installed Enterprise XIR2 onto a Windows 2003 server and all services are running.
I have installed the client on another windows 2003 server and I can connect to the console via the web.
Firstly desktop intel would not work and gave me the error below, however a new entry appeared in my server dropdown with servername (.Net Portal) and after selecting this Desktop intell worked.
When I try to run designer I dont get the extra server in the dropdown nor does it connect when tryped manually and gives me the same error I was getting for desktop intel.
Im using enterprise authentication
Has anyone figured this out please?
The error im getting is below
[repo_proxy 13] SessionFacade::openSessionLogon with user info has failed(Transport error: Communication failure.

The problem was caused when backup software was established, and the network card made active for backing up.
This card was at the top of the list and therefore made the software use this card first.
The binding order of the Network card with the server ip address was moved up to the top of the binding list.
On the server
Control panel/Network connections/advanced from the menu bar on the open window/ advanced settings/ adapters and bindings
There seem to be alot of repo_proxy going on and a simple search let’s them all loose but I cannot find a solution to the problem I am facing so I have decided to try here before logging with tech support:
Our Installation in Production is:
Business Objects XI Release 2 Service Pack 2 (New VM Installation) on Red Hat Linux (4) with 1 CMS using an Oracle client to access a database (Oracle 9.2.0.8 ) on a different server to the BOBJ server.
Issue:
I cannot open any client applications (deski, designer, import wizard etc.) over a VPN connection to a remote server and upon entering login credentials an error message displays:
Error:
[repo_proxy 13] SessionFacade::openSessionLogon with user info has failed(Error en el transporte: Fallo en la comunicación.
(hr=#0x80042a01)
Method of access:
From my laptop using BOBJ client applications over VPN to the Red Hat Server where a VMWare installtion of BOXIR2SP2 resides
Extra Notes:
1.The CMC and Infoview work fine over VPN but client applications do not. Login credentials for the web apps (CMC and Infoview do work).
2.On site and using the local network (ie. not VPN) client applications are able to validate against the CMS and do start OK (ie. DESKI, DESIGNER, etc. work fine).
3.I have been informed by the local network admin that the firewall is not blocking Port 6400 and that it is unblocked for VPN access at their end (If the CMC is accessing and validating against the cms via VPN why cant any client apps?).
4.In addition and for personal development I have a server installation on my laptop and all clients work fine once validated against the localhost CMS.
5.The problem is not isolated to my own laptop as I have tried various others too using the VPN connection.
6.Oracle clients connecting to servers over VPN work fine.
Getting the exact same error message. Cannot Access the repository (USR0013) [repo_proxy 13] SessionFacade::openSessionLogon with user info has failed(The system ..com can be contacted, but there is no Central Management Server running at port 6400.
Tried the control panel - Adapter and Binding settings solution to no avail.
I have installed the BO XI 3.1 Full client components on the Virtual Machine which is available to the Off Shore team through DMZ ports. The login to the full client components- Deski, Universe Designer is failing with the error below:
[repo_proxy 13] SessionFacade::openSessionLogon with user info has failed(CMS host ‘CNRDC02231.CNB.CORP.NET’ cannot be found on the network. Please verify the name and that network name resolution is working properly.

a) Did you update the HOST file on the server with correct IP and FQDN name ?
b) Firewall (Are the ports open … cms, input frs, output frs etc…)
c) Make sure your server has one network card with one IP address bind to it while you are testing.
