This has already been raised in 2017 see below , but I have just noticed that on some folders within CMC if I Right click and select new I cannot see Publication as an option, this is not on all folders and I am logged on as Administrator. As this is not on all folders I am wondering if there is a BUG in BI 4.2 Sp5. Same issue when in BI Launchpad. Annoyingly only just noticed it.
I cannot imagine it is a rights issue as I am logged on as Administrator and there does not appear to be any additional folder parameters set that could cause this issue. Is anyone able to point me in the right direction to allow creation of a Publication within a folder?
If I create a new folder directly under Public Folders as an Administrator logged in, I still cannot right click select new and see Publication.

Update: Apologies I found it, I had another Custom Access Level that prevents Everyone from adding objects will explore in a moment why it was allowed on one folder and not the other. Not a BUG not an issue, just human error on my part.
