I am guessing you are using BI Launch pad and not Webi Rich client tool to edit this report.
What i have observed is, when you are using BI launch pad and select a report (by using double click OR Right Click and select View), report will not have few options like New Rule for conditional formatting, Custom Number format etc. (basically this option opens your report in View Format)
In order to solve your problem, you will have to select the report, just right click on the report and select “Modify” option. Then you will be able to have all the options. (This option opens your report in a Edit Format)
Let us know if this solution is working for you.

While in the Analysis Tab, click on the Conditional Tab (it is next to the Display Tab) in the middle of the menu bar. The options to Format Rules or create a new rule are there.

Hi,
With every new BOBJ version, the gap between the Java panel and the HTML panel is closing. Check for example here what new features were implemented in the HTML panel in BI 4.2 SP3 version:

Hi Marek,
Long time :).
Well, they are now complaining total parity, so all the features between the two should match.
It will be interesting to hear about peoples experiences.
Edit - Ah hang on…not complete parity!
