I’m using Dashboards 4.1 SP2 and my current dashboards has 4 graphs contained in a ‘Panel’ container. My question is whether there is a way for the user to move these graphs around in the container via mouse click movement. Any suggestions are welcome.

Not “out of the box”, but there may be ways to achieve what you want. Can you explain a little more why you want to give the users this functionality? Maybe that will give us some ideas.
As a side note, I have worked with some Inovista components last year (they have various components for desktop Xcelsius and mobile applications) and it seems to me that the mobile components let you move them around at run time, and I had to uncheck a default setting so that they wouldn’t move! That may be an option for you too.

Depending on how you are publishing / displaying your end dashboard you could look at the following blog article http://bihappyblog.com/2012/01/02/draggable-resizable-popup-in-sap-dashboards-xcelsius/ which shows how to integrate a Xcelsius SWF with JQuery. A nice popup window containing a chart which can be moved around and closed with user interaction.
