I’ll be involved in a project which will migrate crystal reports (enterprise 10) to BO XI 3.
Is there any document which depicts the migration procedure (steps)?

I just completed migrating my company from CE10 to XI 3.1 There isn’t really a document outlining the migration other than the user guide for the “Import Wizard” that I’m aware of. There are many ways to go about the migration from using the import wizard to manually moving everything. The server are different in XI so you won’t want to migrate those settings IMHO. You will probably want to use the import wizard for reports and users if you want to retain all the instances and your current security model.
Our migration was pretty stratight forward. Most reports moved over just fine without any conversion required. Keep in mind that when a report is moved to XI or edited in Crystal Designer 2008 it will no longer work in Crystal 10 products.
We rebuilt security from scratch as we moved to XI so we didn’t migrate users and groups, or ACLs so I can’t really provide any feedback there.

There is migration documents available, there is also a migration course available. I wouldn`t undertake such a migration without some training, or at least messing with it on a testbed with some documentation.

Used to be available from the old doc site now. Probably buried in the SAP site now, who knows.
