Losing Formatting In Excel

I have an object [Weight]. In the universe it’s defined with a format of percentage.

When I put it in a WebI report it displays as a percentage. As it should do.

When I pull that table from WebI to LO (BI 4.0) it displays as a decimal.

I have Permanent Regional Formatting set to “On” on the WebI report.

I have “Insert report part with report format” checked under View in LO Options.

I have “Apply report format when refreshing” checked under Refresh on Live Office Object Properties.

What’s causing this?

This screams Bug. Remove the universe formatting, it should be decimal in LO? Now add the formatting in the report, such that in WebI its a percentage. Does LO still get it wrong?
