How can generate a report that shows all the active users of BO?
I mean, create a report in BO that shows all BO users.

you can export the user list to flat file and check how many BO users you have.(using supervisor)
you may take auditor help to find how many logged in user at any given time( you have to make activity log enable).
or you can write a query on repository to get list of user.
