I am trying to use Position and Offset in the Format Selected Text section on the Appearance | Text tab. No matter what I do, it is grayed out and not available. Any ideas what I can do to make this available to use?

That option has been grayed out forever. Some components’ styles are like that because the Style sheet (property panel) is generic for many components, so you will see options that are disabled…just depends on the component.
Just curious…but if you are trying to line something up perfectly, you might try other tricks…like a getting a verticle line, making it invisible, then using the Format > Align options to get things to stick to the verticle line.
