Uh as far as I am aware, the answer is a No.
The Data Federation engine is built-into IDT though with Version 4.x of SAP BI BusObjects, to allow for building universes spanning multiple data sources (virtual Datamart).

But the (real) Data-Services/EIM/ETL part is a separate tool with respect to licensing and a separate download as well, it also requires a Server to run the ETL Jobs, etc.

It depends by what you mean by free.

There are licenses of SAP BI (namely BI Suite and Edge - which have probably changed recently) where you get 8 Cores of SAP DS and 8 Cores of Sybase IQ (and I think 1 CAL of Power Designer) effectively for free as they are included in the license. An example would be SAP BI Edge Analytics Edition. So it`s not really free, but not massively expensive like buying SAP DS standalone can be.

SAP have started to include a runtime version of SAP Data Integrator (not Data Services) with SAP BusinessObjects Enterprise Professional, SAP BusinessObjects Enterprise Premium and SAP BusinessObjects Edge. I believe this came into effect around Q2 2016 and refers to specific SKUs only.

Under these license models, the use of Data Integrator is restricted as this is a runtime version rather than a stand-alone product version. License restrictions include a restriction on the number of CPU cores, number of target data stores and available features.

I believe that these streamlined offerings replace the myriad of BusinessObjects product bundles or BusinessObjects Edge Add-On packages that were previously offered.

So yes, depending on your licensing situation and SKU on your contract, you may be eligible to use Data Integrator. Again, best to check with your SAP account manager and/or SAP Partner. e.g. if your company bought SAP BusinessObjects before this licensing change and on a different SKU, you may not be eligible without a license conversions to a new SKU. Again, check with your SAP account manager for further details.
