I installed the server products (BCA and WEBI 2.5.1) on my server then went into WEBI and tried to create a document. As soon as I press Create Document I get the following error:
You can not create new documents with InfoView alone.
With InfoView, you can view, manage, refresh, save, print and distribute both BusinessObjects and WebIntelligence documents. If you want to create or modify WebIntelligence documents, contact your administrator and request a full WebIntelligence license.
I did re-install everything (and verifed that all webi components were checked in the install) and start over but I still get the same error. I did notice that I was not prompted to enter keys when I started over. Given the miniscule documentation that came with the upgrade, I’m not even sure If I went about it the right way. Any help would be appreciated.

I had this problem when upgrading from 5/2.5 to 5.0.1 and 2.5.1. It is a bug in the upgrade, although it doesn’t seem to affect every upgrade. To resolve this, you have to do the following:
Search for the file DefaultNoNewFrame.wis on the drive where you installed WebI - it should be in bo\server\webi2.5\wigenerator\wi 2. Rename DefaultNoNewFrame.wis DefaultNoNewFrame.wis.old 3. Copy DefaultNewFrame.wis DefaultNoNewFrame.wis 4.Start and stop WebIntelligence again and the problem should be solved.
Two probable things, most likely is that in the install you only loaded Infoview - you need to verify that you get all the tools under that…
Also, when the security repository is upgraded, you need to specifically add the right to edit / create documents… During our testing I turned everything on, just to get things out there and available.

I had the same problem, but Reporter was installed. If I clicked on scheduled docs and clicked back to Create Documents, I could create a document. I called this into tech support among my other cases, and try this:
In the C:.…\Web Intelligence 2.5\WIGenerator\wi directory there are a lot of .wis files. Edit the NavigationBar.wis with Notepad and change the “DefaultNoNewFrame.wis” (In the part <T$NEW… part) links to “DefaultNewFrame.wis”. Then stop and start WebI and you should be able to create new documents.
