A report variable is (more often than not) based on data provider variables. A 2nd generation report variable will be based on a report variable and possibly data provider variable as well (or not). A third generation report variable is based on a 2nd generation report variable. So, it’s a variable on a variable on a data provider variable.

And, if memory serves, you were having problems getting context to work properly on this type of variable, is that correct? I don’t know that I have specifically noted whether I am using 2nd or 3rd generation variables when attempting to use context.
Can you provide an example of something that doesn’t work? It could be an interesting discussion.
