First of all, in order to shut down the services, you need to either have access to the BusinessObjects server(s) or have CCM installed on your computer. Both of them should be limited to just a few personnel only.
If it is on a Windows server, you can check the event log for any abnormal shutdown or error message. You can also check on the server access log (with the help from Windows and Network Admin) to see who logged on to the server prior to the shutdown.

Shalini, just to add, you can check the Application Server (for e.g. Tomcat) logs as well.
