How to create a geographic heat map?

I am need of create a geographic heat map does any know of an easy way of doing this within Xcelsius 2008. I have a custom image (.jpg) imported in an image component.

The map is of the USA but the agency I am working for has divisions and regions that don’t follow state lines.

Any feedback you can provide is greatly appreciated.
