How do I change line chart scales to show decimals in Excel

Can anyone help - I am trying to change a line chart scale to show decimal numbers in Excel 2003. Decimals below 1 are not showing up. Any help appreciated. Eg Using the numbers below, the X-Axis appears as 1 to 11.
