How can i descrypt the CMS_Infoobjects7?

Hello, i will decrypt or extract the metadata from the table CMS_Infoobjects7.
So how can i descrypt the metadata from CMS_Infoobjects7 BOE140 ?

In MS SQL there is a table CMS_Infoobjects7 and in this table there is a column for example LastModifyTime which a line of numbers , that i dont understand.

And i will know about these numbers in the column LastModifyTime, so how can i descrypt the numbers? is there anyway?
