I suspect the answer is, “You can’t.” 
Why not? Because you can only enable / disable features from people after they have logged in and you know who they are. On the initial Supervisor login screen there is no way of knowing who is logging in, and the Admin button is designed to allow you to do repository maintenance. And, as I said, since BusObj does not know who you are, there is no way to “turn off” the feature.
Once you are logged in and use the “Tools… Login As…” option, you will note that the Admin button no longer appears.
