Did you mention pause at the end of your batch file? If not then kindly mention it and try it once again.
Otherwise try to execute the same command from the command prompt just to check that JAR file is running fine.

I have tried to get this working in SAP BI4.2 SP05+, however I am stuck with the issue mentioned in the KBA: https://launchpad.support.sap.com/#/notes/2514323
As per SAP, this issue is under investigation by Development. I will share the new JAR for SAP BI4.2 SP05+ once this issue is resolved.
It works fine with SAP BI4.1 version.

Do you provide all parameters needed ? (there is at least 4 or 5 parameters)

Try
java.exe -jar UserDetailsSAPBI41-V3.jar cmsname administrator password
