FWM 01009 - Communication Error when connect to server

I am new in installations and making connection to the server. I appreciate your help in advance

I tried to connect to the server through IDT or Web Intellegence, It gives the following error.

BOBJ 4.0 SP4
Client BOBJ 4.0 SP4

Connection failed.

Communication error occurred when trying to connect to server CLNT100:6400 (FWM 01009)
