as a premise I’m new to BO, plz have patience for this basic question.
Is it possible to create reports based on views and define manually from BO the foreign key relationship?

Welcome to BOB!
If I’m understanding you correctly, yes, you would insert the views in Designer and then define the joins, just as you would any other table.
If you are coming from a Crystal background, where you join the tables in a client tool, then, no, Business Objects does not work that way…
