I opened a case with Business Objects in regards to this problem.

Below is the fix they suggested:

PROBLEM:

The format x,xxx.xx is set for the cell, but it changes to x.xxx,xx. Sometimes it goes away on its own, as in if we close the document and open it on another workstation.

SOLUTION:

In the .sbo file under BO/DataAccess, there’s a parameter called InitNumericSeparator. Have this parameter equal to ‘,’. It’s probably set to ‘.,’ at the moment.

I’ve searched through every .sbo file on our system and can’t find this parameter. Where did you find it?
