I frequently query the AL_LANGXMLTEXT table in the repository to see what objects have been changed, but this doesn’t work for central repositories; the table is empty (as far as I can see). Or is this an issue only for secure repositories? How can I get this information from a central repo?

Not 100% sure. But in AL_LANG, there are columns for checkin, checkout and its dates. I believe they are filled in central repos…
If not, AL_ATTRIBUTE contains a change date (using Designer, right-click on the dataflow in the object library and view the properties, the attributes).

You can also use the label date in the al_label table. But that only works when a label is applied to an object by the developer.
