Is it possible to pull information from an External Data Source without
changing the universe? Can this be done at the user level without the
help of a Designer?

Can you define for us what you mean by an External Data Source. If you mean
an spreadsheet or text file, then the answer is yes. If you mean another
database, then you would need another universe.
