error when starting Central Management Server - BO XI R2 SP3

Running BO XI R2 SP 3

After downgrading to SP 3 (as advised by 3rd party our BO Support) now the CMS service does not start

I have noticed these error messages in Event viewer

The root server reported an error Initialization Failure.
Unexpected value for parameter DatabaseConnectString

also noticed these in the CMS error log

managed to resolve the issue, the libeay32ex.dll file was missing from the c:\windows\system32 folder
