This particular message means that you don’t have access to use the connection that the report uses, even though you’re an admin. It could be that someone “explicitly denied” access to the connection for a group that you’re a member of. Regardless of “admin” rights, “explicitly denied” will override any other rights that have been granted and should be used sparingly, if at all, because it can have unforeseen consequences such as what you’re experiencing - especially if used with the “Everyone” group.
Instead of explicitly denying access, you should use “not assigned”, which effectively denies access unless it is granted elsewhere.
