Dotted border

I am trying to recreat a report in version 5 that I have in version 6. The report is complete but in version 6.1 I can see a border in a dotted line that is labelled header and surounds each master set. How do I create this in version 5 .

Format cell–>Border tab

select the style to the desiered format and in the Border text area move over your mouse and click on the desired directions.
