A client of mine uses BOXI 4.1 for reporting and they have asked if it possible to disable any non Admin user logging onto the CMC using the URL
/BOE/CMC for the web app.
Is this actually possible ?

Oh sure. In CMC, go to Applications -> Central Management Console -> User Security. A user needs to have the “Log on to the CMC and view this object in the CMC” right in order to use CMC.
