If we do not use LCM for promotion or migration, can we simply disable the server? We use a 3rd party tool for all our migrations/promotions. Or is it possible that the 3rd party uses the LCM BO server?
It’s possible. We have a third party tool that backs up our environment and it uses LCM. I’d suggest asking your vendor.
Or you can always disable the server and see what happens 
If your tool stops working, you know you have your answer and can just re-enable the server.

You can disable them. Whats more important is what services are running under them. Version Management is a default service in LCM. I noticed not being able to update certain items in PM after shutting LCM Version Management down. If you don’t use PM then it’s not an issue. I didn’t notice any other issues other than that. But then again I wasn’t looking anywhere else. It could have an effect on history files not being updated with the newest version. This was the case in PM.
