Repository Manager gives the options for creating Cleansing Repository
and we can also download the setup for DS Cleansing Package
What is the difference b/w the two?

Address related transforms do not need either, they use address files.
Name parsing transform is based upon the universal data cleanse, one that is used for everything else, one where you build your own dictionaries. Where are those dictionaries stored? You have to create such a Cleansing Repo first, then create the dictionary entries manually.
For names we provide you with an upload method of all names on earth, so via repo manager you can load the name dictionary into the cleansing repo.

Just to add to what wdaehn mentioned, Cleansing package installer will give you all the files with the “names” information in it. After you have run this installer, then you have to use the Repository Manage (Cleansing package option) to “Load” these names into your repository.
So both pieces are required.

If i am using XI 3.0 and installing XI3.2 Cleansing packages then wouldit work fine…?

Technically, yes, you can use the same repository. However keep in mind that there is a difference in processes. You will have many DI repositories, one per developer, one for prod, one for …
But all will share the one (maybe prod is separate, maybe not) and the same cleansing repo. Hence I would keep them separate.
