What kind of database licences do you use with WebIntelligence, and how many licences have you got?
We are using Oracle with a license to 200 CONCURRENT users. This mean I cannot have anymore than 200 users logged in at any given time. I don’t have to do what Sybase is asking.

WebIntelligence has NOTHING to do with your database licenses. If you don’t have more than 16 users logged into Sybase at the same time then you don’t have a problem - no matter how many concurrent WebIntelligence users you have. I don’t know if WebIntelligence honors the connection parameters about how long to stay logged in the database, but if you disconnect after each transaction it is unlikely you will have 16 concurrent sybase users at the same time. I would tell Sybase to go jump in a lake. It is none of their business what you are doing with WebIntelligence.
If your database administrators (or vendors) are worried about this, you can (in WebIntelligence 2.0) set a limit on the number of simultaneous sessions that can be open. You could limit to 16, for example.
The issue is that the session will be open (unless the users have used the ‘log off’ button) for the “session timeout” after their last action. You may need to decrease this so that sessions are freed up for other users - the drawback being that somebody can have a Web Session open before lunch - then come back afterwards, and find that the documents have been deleted, and their session is closed.
Users who cannot log on because of the limit will get an explanation that the Administrator has deliberately limited the number of users, and that the limit has been reached.
