Crystal report LOV limit in XI 3.0

I have created a 2008 Crystal report that I have published to Infoview. We are on XI 3.0. The LOV’s only show 1000 records. I have created the following registry keys.

HKEY_CURRENT_USER\SOFTWARE\Business Objects\Suite 12.0\Crystal Reports\DatabaseOptions\LOV
HKEY_LOCAL_MACHINE\SOFTWARE\Business Objects\Suite 12.0\Crystal Reports\DatabaseOptions\LOV

with a MaxRowsetRecords = 15000 for both.

When I do this on my local machine, the LOV shows. When I do this on my BO server and publish the report to Infoview, it only shows the first 1000.
