Crosstab rows & Can Grow function

I have a simple crosstab in a report. The data changes based on user input. I need to allow the rows to grow vertically to accommodate differing text lengths. When I format the crosstab, the “Can Grow” function is grayed out and not available.

Any ideas would be appreciated.
