You don’t, at least not with versions 1.x/2.x (which correspond to BusinessObjects legacy versions 4.x/5.x).
Your three-tier users log into the WebIntelligence server, set their options to edit queries with BusinessObjects, and either edit an existing query (from Corporate Documents) or create a new query – and the server creates the *.rkey as well as *.key and downloads them to the correct folder of the user’s machine, and then launches BusinessObjects in 3-tier mode.
The name of the file will be be the server-name.domain-name.rkey, for example: mywebiserver.mycompany.com.rkey
The user can then close BusinessObjects and log out of WebI. Thereafter, to launch BusinessObjects in 3-tier (ZABO) mode, they pick the appropriate *.rkey file (these have a globe icon rather than a computer icon) from the drop-down list, if they have multiple choices. If they have no other keys/rkeys – they don’t even have to do that – there wouldn’t be a drop-down box if there’s only one choice.
