Create a Date Object that does search of tables between 2 table columns

I have 5 tables with Columns with HIST_EFF_DT and HIST_EXP_DT. Users would like an object to input a date that would pull the data from all 5 tables where the inputed date is between HIST_EFF_DT and HIST_EXP_DT of those 5 tables.

This would be used instead of in the Webi report to filter each table for dates between HIST_EFF_DT and HIST_EXP_DT.
Not sure where to start.

Do you have access to the Universe? Could you create a filter there?
